Milligan voted No in the ACT Legislative Assembly division of 25 June 2024 against agreeing to the Health (Improved Abortion Access) Amendment Bill 2024, which allowed nurse practitioners and authorised midwives to prescribe abortion medication and required conscientious objectors to provide referral information.
