Joanne T. Clay was born in 1977 in Weetangera and grew up in Canberra, attending Weetangera Primary School and Radford College. She completed a Bachelor of Law and a Bachelor of Creative Arts at the University of Wollongong, including a year on exchange at the University of Colorado, Boulder. Abortion & reproductive policy verified

Clay voted Aye in the ACT Legislative Assembly division of 25 June 2024 to agree to the Health (Improved Abortion Access) Amendment Bill 2024, which expanded who may prescribe abortion medication and required conscientious objectors to provide referral information.

Voluntary assisted dying verified

Voted in favour of the Voluntary Assisted Dying Bill 2023, which passed the ACT Legislative Assembly 20 votes to 5 on 5 June 2024 (recorded in the Ayes).

Recorded vote: as an ACT Greens member of the 10th Assembly, Clay was among the Labor and Greens members who passed the 2024 reforms to the Births, Deaths and Marriages Registration Act (12 to 5), giving greater choice of gender descriptors on birth certificates, removing the clinical-treatment requirement and lowering the application age, which the Liberals opposed.
