Andrew Keith Leigh was born on 3 August 1972; his early schooling took place in Sydney, Melbourne, Malaysia and Indonesia before he completed secondary school at James Ruse Agricultural High School in Sydney. He earned a Bachelor of Arts (First Class Honours, 1994) and a Bachelor of Laws (First Class Honours, 1996) from the University of Sydney, then a Master of Public Administration and a PhD in Public Policy from Harvard Kennedy School.
