Anne Aly was born on 29 March 1967 in Alexandria, Egypt, and her family moved to Australia in 1969 when she was two, settling in western Sydney; her mother was a nurse and father an engineer, both of whom worked in factories in Australia before her father became a bus driver. She attended Meriden, a private Anglican girls' school in Lakemba/Chipping Norton, then graduated from the American University in Cairo in 1990 with a BA in English Literature, followed by a Graduate Diploma of Arts (1994), a Master of Education (1996), and a PhD (2008), the latter three all from Edith Cowan University. Immigration verified

As Minister for Multicultural Affairs, Aly stated in June 2025 that 'multiculturalism isn't solely about social cohesion and multicultural communities aren't solely responsible for social cohesion,' arguing that making such communities 'solely and wholly responsible for social cohesion' had added to a perception of them being 'over-securitised.' In 2016 she spoke against then-Immigration Minister Peter Dutton's comments regarding Lebanese Muslim immigration.
