Cassandra Fernando was born on 18 September 1987 in Sri Lanka and came to Australia with her parents in 1999 at age 11, growing up in Dandenong North, Victoria. She holds a diploma in hospitality and a certificate in education support, studied a patisserie course at the William Angliss Institute, and worked as a pastry chef, including almost 15 years at Woolworths in Dandenong Plaza, before becoming a delegate and then organiser for the Shop, Distributive and Allied Employees Association. Immigration verified

Fernando, who came to Australia from Sri Lanka in 1999 and sits on the House Standing Committee for Migration, said in a July 2023 interview that "Labor is the party that has ... promoted multiculturalism and ensured a 'fair go' for all Australians" and described Australia as "a diverse, inclusive and accepting country." On Sri Lankan boat arrivals she said the Australian Government "has full faith in their Sri Lankan counterparts when working on challenges of mutual interest, such as people smuggling."
