Julie Collins was born in Hobart on 3 July 1971; her father died when she was five months old and she spent her early years at her grandparents' housing commission property before her mother remarried and she was adopted by her step-father. She attended Cosgrove High School but left at 15 before finishing school, having already begun full-time work at a local supermarket at 14. Before entering parliament she worked in administrative roles for Tasmanian Labor politicians and government departments, including the state health department, opposition leader Michael Field, several senators, Hydro Tasmania, and premier Jim Bacon.
