Elizabeth Ann Coker was born on 11 June 1962 in Melbourne, with a mother who worked as a nurse and a father who was a senior public servant with the Australian Broadcasting Control Board. She grew up in the suburb of Beaumaris before moving with her family to Port Macquarie, New South Wales. She holds a Bachelor of Arts from the University of New England, a Diploma of Education from Monash University, and a Bachelor of Letters from Deakin University, and worked as a teacher and journalist, and later mayor of the Surf Coast Shire, before entering federal politics. In her 2019 first speech, Coker said "We shouldn't stand idly by and watch high-skilled, well-paid manufacturing and public sector jobs disappear while the market replaces them with low-paid, low-skill insecure work," and called for "sector plans, like the famous Button car and steel plants, for each targeted industry" plus investment in research, technology, start-ups and value-adding industries.
