Llewellyn Stephen O'Brien was born on 26 June 1972 in Mona Vale, New South Wales. He left school at age 15 to become a full-time carer for his mother, who had motor neurone disease and died a year later, after which he worked as a labourer and factory process operator. He later joined the Queensland Police in 1999 and served as a police officer in the Wide Bay region for 16 years, specialising in criminal intelligence and traffic accident investigation, before entering Parliament. After the Parliament of Canada passed Bill C-3 (in force 15 December 2025), O'Brien acquired Canadian citizenship by descent through his Canadian-born father and grandfather; on 6 February 2026 he announced his intention to renounce that Canadian citizenship because section 44(i) of the Constitution prohibits parliamentarians from holding dual citizenship.
