Carter (Liberal MLC) used parliamentary questioning to scrutinise the religious-freedom impact of the Conversion Practices Ban Act 2024, asking Attorney General Michael Daley whether the law makes some prayers unlawful even when people freely seek them; in response Daley confirmed that 'praying with or over a particular person in an attempt to try to change or suppress that person's sexuality or gender is unlawful.'

Voted AYE on the second reading of the Uranium Mining and Nuclear Facilities (Prohibitions) Repeal Bill 2025 in the NSW Legislative Council on 6 May 2026 — i.e. voted to repeal NSW's 1986 ban on uranium mining and nuclear facilities. The bill passed 21–19 and was read a third time the same day.
