Sally Sitou was born on 24 September 1982 in Canley Vale, New South Wales, the second child of Chinese Laotian parents who fled Laos after the Vietnam War. She attended Canley Vale Public School and Sefton High School, then completed a bachelor's degree in Psychology at Macquarie University in 2005. She worked for more than ten years in international development and international education, including time at the Department of Foreign Affairs, and was a doctoral researcher at the University of Sydney before entering politics. In her 2022 first speech, Sitou, the daughter of refugees who fled Indochina, celebrated Australia's transformation "from an embrace of a White Australia policy to a country that is now a majority-migrant nation," describing the White Australia policy as based on "fear and a failure of imagination." She praised former PM Malcolm Fraser's 1977 refugee policy as "on the right side of history" and said diverse representatives "make our parliament better and our democracy stronger."
