In his 2024 first speech, Kennedy criticised high migration levels, saying "record migration is being used to paper over the weakness of the Australian economy" and that population was growing faster than at any time since 1952, outpacing housing supply. He called to "match migration levels with the ability of the building industry to supply new homes," while arguing "the one area where we do need to dramatically increase migration is migrants with skills in construction related industries."
