Sophie Scamps was born on 15 March 1971 in Wahroonga, New South Wales. She studied at the University of Sydney, the University of New South Wales, and the University of Oxford, studying medicine at Sydney. Before politics she competed in running at an Olympic standard and practised emergency medicine at Mona Vale Hospital, and worked as a general practitioner.

In February 2024 Scamps called for the Australian government to restore UNRWA funding and for an immediate ceasefire in the Gaza war. In October 2023 she voted for a resolution condemning the Hamas-led attack on Israel and supported a Greens amendment condemning 'war crimes perpetrated by the State of Israel'. She also targeted an AUKUS adviser appointment in her 2023 'Ending Jobs for Mates Bill' and in February 2023 called for federal recognition of the Armenian, Assyrian and Greek genocides.
