Voted NO (Noes) on the third reading of the Abortion Legislation Reform Bill 2023 in the WA Legislative Council on 20 September 2023, opposing the bill. A Liberal MLC and prominent pro-life campaigner, he led the opposition's questioning over about nine sitting days and moved numerous (unsuccessful) amendments. The bill decriminalised abortion, removed mandatory counselling and the doctor-referral requirement, and raised the gestational limit from 20 to 23 weeks. The third reading passed 25 Ayes to 6 Noes.

During the 2019 debate on gender reassignment/recognition legislation, Goiran argued gender dysphoria should be treated as a psychological matter, stating: "In essence there are only two alternatives. One perspective believes the solution is a physical one... Whereas others, including me, believe the solution should be to treat it psychologically." He raised concerns about young people accessing gender services at Perth Children's Hospital.
