Samantha Helen Rowe was born on 30 June 1978. She holds a Bachelor of Business in International Business. Before entering politics, she was executive officer of the Labor Business Roundtable and later worked as business development manager for the American Chamber of Commerce in Western Australia from August 2010 to April 2013, prior to her election to the WA Legislative Council in 2013. Voted YES (Ayes) on the third reading of the Abortion Legislation Reform Bill 2023 in the WA Legislative Council on 20 September 2023, supporting the bill's passage. The bill decriminalised abortion (removing it from the Criminal Code), removed mandatory counselling and the doctor-referral requirement, and raised the gestational limit for additional restrictions from 20 to 23 weeks.
