Voluntary assisted dying

Kim O'KeeffeNationals · sitting official record

Spoke supportively in the Voluntary Assisted Dying Amendment Bill 2025 debate (28 October 2025) on removing access barriers: the permanent-residency change, removal of the practitioner 'gag clause' and better regional access. Framed VAD as compassion, autonomy and choice, drawing on a close friend with motor neurone disease who was ineligible as a NZ-born permanent resident, and her mother's palliative care. Raised one concern: how to manage practitioners who object on faith or cultural grounds.

Gender & LGBTQ+ policy

Kim O'KeeffeNationals · sitting official record

In the Justice Legislation Amendment (Anti-vilification and Social Cohesion) Bill 2024 debate (5 February 2025) she noted the bill would extend vilification protections beyond race and religion to attributes including gender identity, sex characteristics and sexual orientation, said 'The LGBTIQ+ community experiences high rates of poor mental health and suicide', praised the local organisation Goulburn Valley Pride, and cited eSafety Commissioner data that LGBTQI+ and First Nations people experience online hate speech at more than double the national average. She opposed the bill over its new 'genuine political purpose' defence and lowered incitement threshold, saying 'It is disappointing that this bill is letting the communities down that need it most.' No statements found on conversion practices or trans-specific policy.

Religious freedom

Kim O'KeeffeNationals · sitting official record

In the anti-vilification bill debate (5 February 2025) she cited the Jewish Community Council of Victoria's and the Islamic Council of Victoria's concerns about the new 'genuine political purpose' defence, noted faith groups' concern that deleting 'proselytising' from the bill's definition of religious practice may leave it unprotected, and cited a 220 per cent increase in antisemitic incidents recorded by the 2023 Victorian Antisemitism Report. In the Voluntary Assisted Dying Amendment Bill 2025 debate (28 October 2025) she questioned how a doctor who does not support VAD 'whether it be for their faith, cultural background or whatever reason' can be managed. No position recorded on a religious-freedom bill; no self-disclosed faith.

Freedom of speech

Kim O'KeeffeNationals · sitting official record

In the Justice Legislation Amendment (Anti-vilification and Social Cohesion) Bill 2024 debate (5 February 2025) she said 'There is no doubt that we need to address the increasing vilification and hate that is sweeping our nation', but that the bill was flawed: 'That is why this side of the house opposes this bill.' She cited the Jewish Community Council of Victoria and the Islamic Council of Victoria on the new 'genuine political purpose' defence, criticised the lowered threshold for incitement, and supported the Coalition's reasoned amendments. Voted against the Justice Legislation Amendment (Anti-vilification and Social Cohesion) Bill 2024, which repealed the Racial and Religious Tolerance Act 2001 and expanded vilification protections (Legislative Assembly, combined second and third reading, 20 February 2025; Ayes 50, Noes 25).

Drugs & law and order

Kim O'KeeffeNationals · sitting official record

Opposed the Drugs, Poisons and Controlled Substances Amendment (Pill Testing) Bill 2024 (15 October 2024), quoting Police Association objections and unanswered enforcement questions, and argued instead for rehabilitation, treatment, early-warning systems and mental health funding, praising the local Cottage residential program. On crime, says Labor is soft on crime and weakened bail laws; calls for stronger intervention and accountability for young offenders and better police resourcing.

Gambling & gaming reform

Kim O'KeeffeNationals · sitting official record

A gambling-reform advocate who served on the Victorian Responsible Gambling Foundation ('I was a member of the VRGF') and said 'It made no sense to shut down the VRGF'. On the Gambling Legislation Amendment (Pre-commitment and Carded Play) Bill (18 March 2025) she said 'I do not think that this bill goes far enough' and that more detail was needed, supported the Nationals' reasoned amendment, and shared a personal account of a staff member's gambling addiction costing her family's business 'around the $10,000 mark'. Voted against the Victorian Responsible Gambling Foundation Repeal and Advisory Councils Bill 2024, which abolished the Foundation (Legislative Assembly, second and third reading, 30 May 2024; Ayes 49, Noes 28). Voted against the Gambling Legislation Amendment (Pre-commitment and Carded Play) Bill 2024 (Legislative Assembly, second and third reading, 20 March 2025; Ayes 53, Noes 25). Voted against the second reading of the Gambling Legislation Amendment Bill 2025 (Legislative Assembly, 20 May 2025; Ayes 51, Noes 25). Voted for the second reading of the Casino and Gambling Legislation Amendment Bill 2025 (Legislative Assembly, 11 September 2025; Ayes 73, Noes 3).

Native forest logging

Kim O'KeeffeNationals · sitting official record

Voted no on 30 May 2024 on an amendment moved during the Legislative Assembly's consideration of the Sustainable Forests (Timber) Repeal Bill 2024, which repealed the Sustainable Forests (Timber) Act 2004 following the cessation of native forest logging on 1 January 2024. The question was 'That the words proposed to be omitted stand part of the question' (Legislative Assembly, 30 May 2024; Ayes 53, Noes 24; agreed to): a no vote favoured omitting them. It was a vote on the amendment, not on the bill.

Integrity & anti-corruption

Kim O'KeeffeNationals · sitting official record

On the Local Government Amendment (Governance and Integrity) Bill 2024 (28 May 2024), drawing on six years as a Greater Shepparton councillor and mayor, she said the councillor code of conduct she had worked under was 'very weak' and 'Clearly things do have to change', citing IBAC's Operation Sandon and 56 councillor resignations since 2020. She objected to the bill removing councillors' right to a VCAT merit review of serious-misconduct findings ('procedural fairness and this right have been taken away'), questioned why Moira Shire residents must wait until 2028 for elected councillors, and said 'I support the reasoned amendment that has been put forward by the lead speaker.'

Housing & planning

Kim O'KeeffeNationals · sitting official record

Speaking on the Environment and Planning Committee's report on the supply of homes in regional Victoria (3 June 2026) she highlighted its recommendations for social housing construction targets, a 10-year regional social housing investment plan and funding for wraparound support and homelessness prevention, and its call for greater housing diversity, including smaller homes for older residents wishing to downsize. On the committee's food supply report (1 April 2026) she backed stronger planning protection for agricultural land against inappropriate development: 'Once prime agricultural land is lost, it is lost forever.'

Health

Kim O'KeeffeNationals · sitting official record

Has pressed for regional health funding in the Assembly. She asked the Minister for Health to fund stage 2 of the Goulburn Valley Health redevelopment, including an integrated cancer centre, because patients 'are not able to have treatment locally' (23 March 2023), and raised staff shortages and a recruitment freeze at Goulburn Valley Health, quoting a staff member who said 'the hospital is in a mess' (30 July 2024).

Points to the Goulburn Valley Health redevelopment and the Early Parenting Centre as investments she says only a Labor government will continue delivering for regional Victoria.

Education

Kim O'KeeffeNationals · sitting official record

On the Education and Training Reform Amendment Bill 2026 (16 June 2026) she called the requirement for schools to restrict students' phones and personal devices 'a step in the right direction', citing assaults on students in her community that were filmed and shared on social media, and raised concerns about student privacy and data security in the expanded Victorian student register. Speaking on a TAFE funding motion (2 April 2026) she said free TAFE 'provides many students with the opportunity to study who otherwise may not have had the opportunity to do so' and called GOTAFE 'a critical education option in regional Victoria'; in November 2024 she asked the Minister for Skills and TAFE for a plan after more than 60 jobs were to be cut at Goulburn Ovens TAFE. She has asked what will happen to Shepparton's redundant former school sites (29 August 2023).

Energy

Kim O'KeeffeNationals · sitting official record

Opposed the inclusion of prime agricultural land between Shepparton East and Dookie in VicGrid's proposed Central North Renewable Energy Zone, which the final 2025 Victorian Transmission Plan added although it was not in the May 2025 draft: 'This is absolutely the wrong location' (13 May 2026). She said 'We support renewable energy and the infrastructure needed to deliver it but not without correct processes, protections and consultation', and that a Coalition government would restore landholders' right to appeal transmission developments at VCAT (28 October 2025). When the government decided not to proceed with the zone she welcomed it as a 'common sense' win (10 September 2026). On 16 October 2024 she sought leave to move a motion condemning 'costly gas appliance conversions'; leave was refused.

Environment & water

Kim O'KeeffeNationals · sitting official record

Publicly campaigned against Murray-Darling water buybacks under the federal Water Amendment (Restoring Our Rivers) Bill 2023, including the Nationals' 'Buyback Fightback' tour (2023). Advocates water security and irrigation affordability for the Goulburn Valley; criticised the government's flood response report (31 July 2024); promotes Landcare grants. Opposes the Emergency Services and Volunteers Fund levy, calling it 'nothing but a cruel cash grab' and saying farmers had told her they 'simply cannot afford a 150 per cent increase': 'A Liberal and Nationals government will scrap this tax' (27 May 2025).

Animal welfare

Kim O'KeeffeNationals · sitting official record

On the Domestic Animals Amendment (Rehoming Cats and Dogs and Other Matters) Bill 2025 (11 September 2025) she said 'whilst we are not opposing the bill, we do have some concerns with the bill.' She thanked pet rescue, rehoming and foster care groups for 'the amazing work that they do', said many are run by volunteers and 'we do not want to restrict their ability to continue their great work', and read out a rescue group's concern that mandatory council notifications and linking government funding to compliance 'will drive smaller volunteer groups out of existence'.
