Caitlin Tough (née Delbridge) was born in January 1993 on the Central Coast of New South Wales and grew up in and around Toukley, attending public primary schools in Toukley and Wyong before completing high school at MacKillop Catholic College, Warnervale. She moved to Canberra in 2011 to study at the Australian National University, graduating with a Bachelor of Policy Studies in 2013, and later earned a Master of Politics and Public Policy from Macquarie University in 2019. She worked in the Australian Public Service, including while completing her master's degree, prior to her election in 2024.

Voluntary assisted dying news report

As ACT Labor candidate for Brindabella in the 2024 election, Tough responded to Canberrans for a Good Death by attaching the ACT Labor statement (written by Tara Cheyne and adopted by the party's Secretary), which expressed support for the ACT's voluntary assisted dying legislation and noted all ACT Labor MLAs voted in favour of it.
