The sources do not say which ministers sit in Cabinet, so they are shown as ministers rather than guessed at.

The ministers as the instrument that appoints them names them: the Australian Capital Territory (Self-Government) Ministerial Appointment 2026 (No 2), made by the Chief Minister on 29 July 2026 and in force from 30 July 2026, which repealed the 2026 (No 1) instrument (read here on 9 October 2026, and in a browser, the browser return in briefs/ministries-sa-tas-act-nt-2026-10/returns/). Its schedule gives each Minister's titles, in its order; 'Chief Minister' and 'Deputy Chief Minister' are printed under the name and are shown as the first title. The ACT Government's websites carry no complete list. No official source found says which ministers sit in Cabinet, so they are shown as ministers. The date shown is the instrument's commencement. No source names the ministry or publishes reporting lines.
