Suzanne Patricia Orr was born on 6 February 1982 in Canberra, the child of public servants Beverley (nee Pratt) and David Orr, and grew up in the suburb of Giralang in a family that fostered more than 200 children. She completed primary schooling at Scullin (later Southern Cross) Primary and Lyneham Primary, and high school at Lyneham High, before beginning tertiary studies in her twenties and qualifying as an urban planner. She worked in hospitality before becoming an urban planner in the Australian Public Service. [source]

Orr voted Aye in the ACT Legislative Assembly division of 25 June 2024 to agree to the Health (Improved Abortion Access) Amendment Bill 2024, which expanded who may prescribe abortion medication and required conscientious objectors to provide referral information.
